"Highest level of education" on Generic Application 0008 form:
Doctorate - PhD on the dropdown is the only option under doctorate.

Instructions says PhD "usually 3 years plus a thesis."

For clinical doctors (MD/DO/DMD/OD etc.), yes 3+ years after masters but definitely no thesis and no PhD. So Masters? Just don't want any confusion between this and occupation/education info. thanks all.

Personal opinion only, I would put PhD for this. While you're right that no thesis, the key term is 'usually'; in addition, most MD and equivalent include residency and/or specialist training that for these purposes is similar to a thesis.

If you feel you need to be more specific so as to not misrepresent, include a professional cv and/or a short letter of explanation. If the medical degree is from a country with well-known medical education and qualification process, probably not necessary.

Also keep in mind for family class, the education aspects are not formal requirements and don't get you 'points' - your spouse doesn't need a certain level of education to qualify for eligibility, it is background information. (This is not to say good education doesn't help in terms of how the file is analyzed, but your spouse cannot be refused because he/she has a master's instead of a PhD).

So basically, don't stress about this point.
