The information you are referring to, is for next year's Immigration budget (Year 2017). Canadian Immigration Minister will present the budget in the parliament in Nov 2016. Read the wording carefully "The government is scheduled to announce Canada’s new immigration targets in November, 2016, in the annual immigration levels plan."

This is not for express entry rule updates. I "expect" those rules to come forward near September end or early October.
