I this happen with anybody, plz share your time line and detail.

As i think the london office try to getting rid off the applicants whose NOC was removed in June 2010

any applicant from pakistan or india whose noc was removed in june 2012 but he received medical request or visa or some green signal?

You would not find many.

Landed immigrants under NOC1111 found it very hard to get jobs in Canada, i have seen only few have got and that was due to networking only. This may be the reason that CIC offices are not giving visas to applicants uner NOC1111 and the other category is NOC4131.
