where do you live ??
because if you are in Canada than check the PNP-program from your province first
and its probably the easiest way.

read the PNP-websites for each province
there are also information's about there eligibility and when they are open
( nobody know's the eligibility of all PNP-programs )

Highly unlikely. You must demonstrate a strong tie with Manitoba through your friends/Family.
