As an outsider or as a student of the college.Most universities give scholarships to their own students first.

Unless for international scholarships for studnets in a particular field who have done exemplary well in their studies.

When you apply to a college/University,there is a scholarship they will give you during your admission and many more renewable each year.I got admission scholarship of CAD 4000 in the univeristy am joining in fall 2011.

I got CAD$19000 from Alberta(automatic selection) but I wont be going there so i rejected it.
I applied for this other scholarship at the uni I'm going to. had to fill out a lengthy application write essays etc. it's worth $35000, still waiting for results. There were many i could apply to, but I didn't have time so I only applied to one which was specifically for International students and Pakistani students were preferred. i think it was called sakaina memorial award or something.

And honestly speaking unis like alberta have A LOT of money to give out. I know many people who applied and majority got a scholarship of minimum 2000 and max of 9000. but yea no one beat my 19000 :D

*this is for undergraduate studies.
