I have very sad news that NS rejected my application due to job title. My NOC 0213 and my 3.4 years job duties are focus on 0213. Now i dont have any clue what should i do. please see some paragraph from the rejection letter and give me your suggestion.

You have indicated that you have work experience in occupations with the following NOC code: 0213- Senior Systems Manager, Junior Systems Manager. These occupations are not included on the list of eligible occupations specified in the instructions identified by the Minister of Citizenship, Immigration and Multiculturalism and published in the Canada Gazette on 28 November 2008 .
my job duties are

 Evaluating user needs and system functionality and ensuring that ICT facilities meet these needs.
 Planning, developing and implementing the ICT budget, obtaining competitive prices from suppliers where appropriate, to ensure cost effectiveness.
 Scheduling upgrades and security backups of hardware and software systems.
 Installing new systems.
 Ensuring the smooth running of all ICT systems, including anti-virus software, print services and email provision and ensuring that software licensing laws are adhered to.

 Appraise team members yearly based on their performance and provide performance rating to HR and set KPIs and KRAs to Team Members and Subordinates.
 Technical Interview Panel member involved in recruiting Senior Software Engineers, Technical Leads and Project Leads for the Company.
 Involved in providing data to Pre-Sales team for RFP (Request for Proposal) Process.
 Involved in SQA (Software Quality Assurance) and SEPG (Software Engineering Process Group) activities for projects and organization Standards & Policies and Involved in Project Audits conducted by SQA/SEPG and Customer Audit Groups.
 Provide training to team members on technical subjects and project related topics.

My Job Title is "CONSULTANT".

I believe they concentrate on Role and Juties than title.

But I would also say it totally depends on the individual Visa Officer.

As laxmikanthms said, I don;t think title is that important. What is more important is the kind of tasks that you have undertaken as part of your job.
Make sure it is detailed enough and covers the main duties in your relevant NOC.

Selo I have no clue but it seems. One of forum member who applied on Oct 2009 still did not get any repsonse from CIO.
