I suggest including something in the cover letter like, "I have contacted the Lebanese consulate to enquire about getting an official Record of Movement. At their suggestion I have legally designated a personal representative in Lebanon to enquire in person about the receiving this document. To date, no one has been able to provide such a document or clarify any official process for requesting one. Some have suggested that Records of Movement are not available from the Lebanese government. I will continue seeking ways to find this document and I will send it to CIC (Montreal/Glen Mills/Vancouver/wherever) if and when I receive it. If I am unable to locate such a document, I will inform you by letter."
I'm not sure if that accurately describes your situation, but it would be good to say that you are doing your best to provide this document and comply with the requests of the RQ, but that you may not be able to do so due to issues beyond your control.
