Any issues in renouncing current PR and applying again

I have canada PR that expired in Feb 2019. I didn't meet my RO. I have created EE profile and my curernt score is 450.

a) I believe I need to renounce my PR at least before I get ITA
b) Is anyone aware if renouncing current PR and applying again causes any issues towards the new application ?

Yes, you will need to renounce first. No, it won't be an issue.
