Any benefit to reapplying for delayed dependent child study permits, or other remedies available?

Question:

My spouse and I received approvals for our Canadian work permit applications, but the study permit applications for our two minor dependent children remain pending for 10+ weeks, which is well beyond the published processing timeframe of 5 weeks.

Multiple webforms and escalations have already been submitted, and IRCC has confirmed that the files were escalated. We have not been asked for additional documents or informed of any issues with the applications.

I have two questions:

1. Is there any practical benefit to submitting new study permit applications for dependent children at this stage, or would that typically just reset the processing clock and create additional delays?
2. Are there any legal or procedural remedies available when dependent applications appear to be stalled significantly beyond published processing times without any requests for additional information or meaningful status updates?

I'm interested in understanding what options, if any, remain after normal follow-up channels and escalations have been exhausted.

1. You will just start from scratch and likely wait the same amount of time
2. Posted processing times are often not accurate and what you are experiencing is very normal processing time.

In our case, the family applications (ICT work permit, spouse open work permit, and study permits for two minor dependent children) were submitted together. The ICT work permit and spouse OWP were approved within a few days of biometrics, while the children's study permit applications have now been pending for more than 10 weeks.

We have also been advised by immigration counsel that they are not typically seeing dependent children's study permit applications taking this long, which is why they initially considered filing new applications.

Is your view based on seeing a large number of similar cases where parents are approved quickly but dependent children's study permits take several additional months? If so, do you typically see those applications eventually approved without any further action, or is such a delay usually an indication that the applications are stuck in a queue awaiting review?

Any additional context from your experience would be greatly appreciated.

Yes your processing times are not unusual and yes these applications are typically approved if the children qualify for study permits.
