Inland is taking about 19 months (11 months for step 1 and 8 for step 2) - http://www.cic.gc.ca/english/information/times/perm-fc.asp

Outland has been taking 8-15 months (step 1 is taking about 3 months and in 2011 step 2 took 5-11 months for step 2). Just an update for those of you who provided advice, my wife is now here with me in Canada, and was given 6 months!! Just need to wait for her police certificate, then were ready to go
