The IP address can be narrowed down the the user if pursued far enough. Would need records from his ISP though.

Why the heck will an international student want to file a refugee claim or even use someone for sponsorship with all the other options available to you? You (or your 'friend') can apply for a post graduate work permit after completing your degree requirements, work for 1 year, then apply for PR under the Canadian Experience Class.

Probably because he's not sure his not yet common law partner will be willing to sponsor him. He's trying any means possible to remain in Canada.

He hasn't managed to secure a job so CEC is most likely out.
 
Or maybe he hasn't been studying or won't be able to graduate? Considering that he created a thread asking about working with someone else's SIN before, it's hard to tell what he's been up to.
