How do you order the notes?
Here you go
How to apply GCMS / ATIP notes.
Only a person who is in Canada can request the notes.
If principal applicant is in Canada, he/she can request for himself and apply for free under Privacy Act.
If sponsor is requesting it on behalf of Principal applicant, you need consent form from PA and $5 fee. You can receive consent form from spouse thru email and upload it. Apply under Access to Information Act.
It takes about 30 days to receive by email. It is a ~30 pages document
Consent form link
http://www.cic.gc.ca/english/department/atip/form-imm5744.asp
Section A - Principal Applicant details
Section B - Sponsor's details (if you want to get information about the sponsor too) - many leave this blank
Section C - Sponsor's details

In above link, click Apply online, choose English , hit Next and accept the terms & conditions.

Clarification on the above, it says only a person in Canada can request the GCMS notes. That is not entirely accurate, a Canadian outside of Canada can also make a request. It means if you have a Canadian friend or family member in your home country then they can also help you out and the costs is the same $5. Also here is a link to some other codes used in GCMS notes https://help.gcmsnotes.com/code

This happened to me earlier
One agent gave me every single detail and next week I called to ask about something else, the other agent said we have no access
