Can someone please explain this to me? How do I become exempt from taxes in the USA when I live in Canada?

You don't become exempt. Canada and the US have a tax treaty to prevent double taxation, so you can claim the taxes you paid on your Canadian income when you file in the US. If the taxes are higher in Canada, you won't owe anything in the US; if the taxes are lower in Canada, you will owe the difference.
 
What if I'm a parmanent resident working in the US and have no income in Canada. Do I need to pay any Canadian tax?

If you are living in Canada, you must file a Canadian tax return and report your worldwide income (this includes your US income).
 
I'm not living in Canada. I am a parmanent resident but currently living and working in the US.
