American Still Waiting for PR approval - 13 months now

I am an American. I married a Canadian and she is sponsoring me for PR status. Here are our stats:
Application Received - October 2011
Medical Received - October 2011
Her approval for sponsorship - Feb 2012
Processing App (for me) - May 2012
Application transferred to Ottawa - July 2012
Application Status - in process

I am at a loss. I have been waiting for over a year now. I went to local MP office (Fletcher) and they made an inquiry for me - said application is in finalization but that was back in October 2012. I haven't heard a word from the immigration office, they won't return emails, the website is lacking in any kind of helpful information. My application has no children involved, no criminal record, no requests for additional information. I can't figure out why it is taking so long. ANyone have ANY advice?

Your application was received at the processing office in May/12 The processing time for spousal applications at CPP-Ottawa is shown as 12 months, so your still well within the processing time frame. http://www.cic.gc.ca/english/information/times/perm/fc-spouses.asp#west
