I'd like to know if an amateur athlete whose annual income is not sufficient for his life expenses and is also doing another job could apply as self employed athletes or his income from sport should be sufficient for his life?

You either need to be a world class athlete - or if you are an amateur athlete, then your income from the athletic activities should be enough for you to live on. So your profile won't qualify.
