For this program, I need to have some minimum income for 3 taxation years. I started earning more than minimum income starting in 2018. I made above minimum income in 2018, 2019 and so far in 2020 but I don't have income tax return filed for 2020 yet. Can I sponsor my parents? My 2017 income was below minimum. please help.

You can express interest as you’ll have 2020 returns when you submit the application (if you get picked in the lottery). I am planning to do the same.

I am in similar situation. Shouldn't one be eligible on the day they are expressing interest?

Should. But the way the system is setup even if you are not eligible you can still submit expression of interest and enter the lottery.

Hopefully people don't do that cos they might take up a spot if the lottery picks them and waste it if they are actually not eligible.

But from reading some of the postings on here, they will apply, get picked , found not be eligible , get disqualified, complain and someone who is eligible will have lost a spot

yes that is exactly what happens.

But no person has successfully sued the government because they won the lottery got picked, found not be eligible, got disqualifed.

Neither has anyone who has not been picked by lottery and sued government for losing a spot to someone who is not eligible.

Whereas with the FCFS people have successfully sued for not being able to win a spot in the FCFS race by saying they have limitations and disadvantages to being as fast as they can possibly be.

So there you have it. Lottery system as is is here to stay.

Proven track record to make as many people happy and without having government sued.

thanks for replying guys. Good to know no point in applying this year for me. Also dont want to take up a spot of someone who might be actually eligible.

I had a question for PGP2021. What if the system opens up before I get my NOA for 2020. Will that make me ineligible? For instance if the system opens up in Jan 2021. Then most people wont have done there taxes for 2020 yet. So will IRCC still go by 2017, 2018 and 2019 for income eligibility?
