Professionals (work permit required / LMIA exemption code T23)
The Canada-Korea FTA differentiates between two types of professional—the contract service supplier and the independent professional. Both must be requesting entry to provide a pre-arranged professional service and possess the necessary education, or satisfy accreditation or licensing requirements, as stipulated for the profession.

The following definitions apply:

  • contract service supplier means an employee of an enterprise who is engaged in the supply of a contracted service as an employee of an enterprise. That enterprise has a service contract from an enterprise of the other Party, who is the final consumer of the service which is supplied.
    • example: A Canadian high tech company contracts the services of a Korean firm to provide services in the field of engineering. An experienced software engineer employed by the Korean firm in Seoul seeks entry to Canada to provide the engineering services under the terms of the pre-arranged services contract.

So you work for a Korean staffing agency/company hired to provide services to a Canadian company?

So what does this have to do with Korea-Canada FTA? The agreement (see example) is for Canadian and Korean companies to work together and share skill sets that the other company may not have. EG. You work for a company is Seoul and are contracted to the Canadian company to provide services.

What I'm unsure is that Should the company be in Korea or Should the employee is Korean. I'm aware in example it is korean company but the statement just says a contracted service.

This is a FTA agreement. The contract service supplier is the person employed by a company in South Korea, and who works under contract for a Canadian company. There has to be mutual benefit for both companies. So you working through a Canadian staffing agency would not be eligible.

Oh,, that was my last hope. My PGWP expires in Jan2023, No LMIA available, getting married in December. and CRS Score is only 456. I don't know what to do now.

Is your future spouse Canadian PR or citizen? If so, you can look into extending your stay as visitor and apply for spousal sponsorship, then apply for OWP (need to wait for AOR now since application is online)

No she's neither Canadian nor PR. So looks like there is no other way/hope
 
Ah…if you were under 30, you could be eligible for a working holiday visa/IEC but you need to between the ages of 18-30 and resident of Korea.
Yeah, and Since my pgwp expires 6 days after from Dec 31, My pgwp will not be extended.
