All stages are passed but Security is not started

It might have started. I didnt call them after the last GU. I just didnt wanted to get disappointed calling them and again getting the same answer.
I got my first portal email today from OSC.

Security was not started until my last call to IRCC (21 July,2021)
my representative raised webform just to update any info (just to make them work...so that they can take action on my file this Tuesday) - got my portal email today

Close to 3 months.
AOR : April 15th . All the stages were passed in June except security.
As per my last call with agent security was not started and received ghost update on Aug 17th.
I called IRCC today morning to ask about my 5th Ghost Update. Again nothing. Same status as it was on 8th July 2021. Everything passed but Security not started. I have got 2 ghost updates last week but she said both were false. And she also asked to not call after every ghost update.
Anyone stuck at security not started, VO RROC for more than a month and closing in on 6 months since AOR? I got 2 false ghost updates last week. IRCC agent said there is nothing on the file regarding the last weeks ghost updates. I literally feel helpless now. Only 3 weeks let to 6 months since my AOR.
AOR 11th March, VO RROC, Everything passed but Security not started.
