I am an American citizen who landed 2 weeks ago - I obviously don't have my PR card yet. By way of background, I have lived in Toronto legally for the past 5 years on a work permit. I went back to the US for American Thanksgiving. Today I flew back to Toronto from Newark on Porter Airlines.
No problems with the airline. At immigration, the agent first looked at the Canadian passports of my husband and kids. When she looked at my passport, I told her that I had landed 2 weeks ago and didn't have my PR card yet. She asked if I had the COPR, took a quick look at it (she seemed to be looking for something in particular) and then let us through. No problems whatsoever.
I know there have been other questions about this scenario, so I wanted to share.
