The program does not seem to be EE program. You need job offer in order to participate in this program. provinces have already divided those 2000 positions among themselves.

You need to check on the immigration website of your province. Each province will give its own details when it comes to this program. (take it as a kind of special PNP program).
I think, Nova Scotia already stated something on its webpage.

hello,
i am back again with some queries about immigration pilot program. everyone known that the program is opened. and i would like to know if someone who likes to apply for it will send his application to CIC or directly to province he/she likes to work and settle.
please someone could tell me more about the application. or, an individual will get the job offer before send the interest to the province?
