You can, but you have to show that you or the immigrant, if destined to another province - has clear proof there is no intention to settle in Quebec. Otherwise, you will be asked for a CSQ, which you will not have if you are not a nominee of Quebec. This proof, in my view, can be in the form of onward airline tickets to the province of destination, a copy of a lease agreement to an apartment, or an employment agreement with a company/entity in another province - any distinct documentation showing clear arrangements to settle in another province.
If you can avoid landing at a PoE in Quebec then better to do so. Lesser hassle in my view after travelling.
