They posted some of the packages some are still pending. I know lot more people sent on the same day but still the tracker is not activated. You no need to worry they received a lot of passports on that day so it may take a while to print Visa's on all of them.

Sep or Oct, you should have the PPR email. As usually it takes 8 months from the date CIC received your application

Yes I think immigration services are open till 10 pm but better you can phone them before you go there
