I have my AINP approved early this year - then I applied for CIC PR (under AINP's Strategic Recruitment Stream as a journeyman welder) in June 2010.

I got laid off in August from my previous employer (my work permit was valid until May 2011), and got an offer this month from another employer as a welder. I understand I do NOT need an LMO, so I will be just applying for a new work permit (extending my stay).

Can I start working with the new employer while the woirk permit is under process (that is, does the implied status apply when I'm switching jobs as well?)? Or should I wait until I hear from CIC's approval?

May I ask what became of your situation. We are in a similar situation and it would be helpful to know to learn from experience..
 
I have since obtained my PR (earlier this year).

As for the implied status, it does not apply to the new employer. You have to wait until the work permit approval with the new employe to start working.
