1. There is absolutely no age limit. A 55 years old person has been seen getting his student visa.
2. MUN is considered a good university with low fee.

There isn't any. However, some visa officials are age-biased and could refuse you a study permit citing other reasons. I suggest you take a chance and apply anyway.
