if the IRB wants to accept your claim
without a hearing, they must first receive a security screening (FESS) confirmation from CBSA particularly, its one of the conditions for accepting without a hearing,
if they didn't receive it and its been long, they may schedule a full or short hearing for you.
remember in order to be accepted via file review process or a short hearing for less complex claims, there are conditions for both streams and can be found at

IRB has no control over FESS and cant intervene,
