not... but u can sue them after rejection... if refusal reasons are illogical...
 
You do not have the right to appeal against VO ut you can file your application once again. It would be evaluated by a different VO but normally decision remains same unless you provide some more significant information or your situation change after the refusal.

One can not appeal on the decision.
The right of review is allowed but for the review you have to prove that process was not legally fair.
