ADR after Eligibility Completed

Hello!

CEC - Inland here. AOR May 8 2023.

On Aug 17, I called IRCC. The agent told me my eligibility is Not Met, but he could not tell me the reason and said the application is still under review.

On Aug 24, I received ADR for additional police certificates, and Eligibility has been marked as Completed on tracker the second day. BG verification is still In Progress.

Requested GCMS notes but none of them have arrived yet. I am bit panic.

Does it mean my eligibility is passed eventually? Or I still have the chance that Eligibility is Not Met?

Any advice would be appreciated. Thanks!!
