Dear Friends,
I soft-landed in July 2018, and came back to India. I wanted to adopt a baby before leaving India to settle permanently in Canada. When I read about the adoption policies in CIC website, it says, a PR who is living outside Canada, can only adopt a baby who is a PR of Canada.

"be a Canadian citizen or a permanent resident (if you do not currently reside in Canada, you must do so when the adopted child becomes a permanent resident);" -- <https://www.canada.ca/en/immigratio.../choose-process/immigration/eligibility.html>

How do I proceed to adopt a baby from India? Please guide me with any resources that could help me understand the procedures involved.

Does the above statement means, we identify a baby in India for adoption, and start application process for PR? I am clueless. Please help.

You've misunderstood what you have read. No - it does not say that a PR who is living outside Canada can only adopt a baby who is a PR of Canada.

It says that if you are a PR living outside of Canada and adopt a baby outside of Canada, then you must return to Canada and be living in Canada before you can apply to sponsor your adopted child for PR. You cannot sponsor your adopted child for PR while living outside of Canada.

The first step is to adopt the child legally. Once adoption procedures are completed, you would have to return to Canada and then submit the application to sponsor the child for PR.

Make sure the child is an orphan. Sometimes people try to adopt a family member (e.g. niece, nephew) where one or both of the parents are still alive. IRCC refuses PR in these cases.
