I'm adopted child by my aunt. My biological mother was my aunt older sister. In my birth certificate, I have my Aunt as my mother and my Uncle as my father and I'm using their surname. My biological father was in Canada and now a Canadian Citizen, I'm 21 years old. Can my biological father get me? I'm from Philippines.

Did your father become a Canadian citizen before or after you were born?

If you were adopted by your aunt and uncle and their names show on your birth certificate, that severed the ties with your father and he almost certainly won't be able to sponsor you.

After I was born. I'm the only child he left here in PH. I guess there's no way he can get me. Thankyou for your response, I appreciate this a lot.

Did he include you in his immigration application to Canada as a dependent child and did you pass a medical as part of that process?
 
He didn't include me because I'm not under his surname he said.

He can never sponsor you. You will need to qualify for PR on your own.

IRCC doesn't care if the surname match or not. As long as there is birth certificate or other document to show that he is your father.
But what's done is done. (doesn't matter what was his reason/excuse behind)
You cannot be sponsored by him since he never declared you as his child when he applied to become a PR.
