No, you don't need a supervisor approval for MEng because it is course based degree not research based.

It is mentioned on the chemical engineering website of dalhousie university that:

"In order to be admitted to an academic program, an applicant must be accepted by a professor into his/her research program in addition to meeting the other requirements for admission".
