Not at all necessary. There is a lot of subjectivity in the process and ultimately will depend on how that VO perceives your file. Factors such as your country of residence, age, field of study, course, etc plays a soft role too. You will see many a times, same profile deemed unfit for entry for one person will be accepted for other with exactly same profile by a different VO.
