My reference letter from my empolyer stated like below at the beginning of the letter:

October 24, 2013

Citizenship & Immigration Canada
Canadian Experience Class
Centralized Intake Office
P.O. Box 4000
Sydney, NS B1P 1J3

TO WHOM IT MAY CONCERN:

RE: My name
.......

Now I understand one of officers at CPP-O, but not at Centralized Intake Office, who will process my case probably is the one to deeply review this reference letter. Thus I am wandering which office (CPP-O or Centralized Intake Office or both of them) should be addressed at my up-to-date reference letter if I am going to re-apply under CEC. Or just address as:

Citizenship & Immigration Canada
Canadian Experience Class

Hi,

I don't think you should be concerned about whom the letter is addressed to. The officer will be mainly concerned with the company letter head, Canadian company address, your duties mentioned, hire date, salary and hours worked. If these are present then nothing to worry. All the best for your application.
 
Shouldn't matter at all. As long as it contains all the information mentioned on the document checklist.
