ADDRESS FOR JOB LETTER_EXPRESS ENTRY

Please i am trying to obtain a job reference letter from my office but i am required to provide whom the letter should be addressed to. They suggest to me that they may not be able to write it to "To whom it may concern". Kindly help with the address i can use.
