Additional document request - does it mean other documents are OK?

Received a request for additional document (PCC for a country which requires a letter from CIC). Does it mean that other documents of the application are deemed complete? Or can there be further documents requests or even have the application rejected as incomplete?

Your application is going through initial document screening and probably also R10 checks.
If just a PCC has been requested by CIC from your end, this means all other documents are complete to further process your application for A11.2 (Eligibility) checks !
