After submitting your e-APR you mean? You can raise a CSE as soon as you receive your AOR. That being said, this is assuming you get married after submitting your e-APR.

I am submitting my Application in 2 day. My fiance will take IELTS in June.
Our wedding is in September . Is it possible to add her details to mine after the wedding in September ..or will she have to start her own process after she makes her IELTS?
Yes, you can add her in September. There's no need for her to do the IETLS as there is no recalculation of your points due to marriage after submitting your e-APR.
