Adding Spouse: Which embassy wil process

I am ontario PNP under Master;s category and living in Canada. My case processing office is Ottawa. I am waiting for my federal PR

I need to add wife who is not Canadian resident. Where do I send documents of my wife and where will her case be [processed. Home country or Canada?
