I have read many post regarding this. But just to get a more specific opinion for my case.

Express Entry, AOR : 27 Feb 2020
Med passed : 05 March 2020
FSW - Outland
Indian, working in Dubai, UAE

Let's be optimistic and say I get PPR by June.
I may get married in December (6 months later)
Validity of meds - Jan 27, 2021

Q1) Should I notify CIC/IRCC after marriage ??
Problem: not responding to them for 6 months and reporting a change 1 month before expiry

Q2) Should I report once the dates are fixed?
Problem: that maybe any time in September or October. Will CIC/IRCC ask to land before marriage to avoid their work?

Q3) Should I report after PPR , before visa stamping?
Problem: By June or July if they ask for any proof, of getting married in December, I wouldn't be having anything with me at that time
 
Let's proceed with your assumption that you receive your PPR in June 2020.
For IRCC, you are either married or you are not. So, the Options 2 and 3 are invalid as you can't inform them of your 'plans' to get married. Until December 2020, you will remain technically 'Unmarried' and hence have no grounds to contact IRCC.

The only way forward for you is to wait for your PPR, submit your Passport and get your COPR document without 'landing' in Canada. Hopefully, all this will conclude long before December 2020. Then get married in December, inform IRCC of the change in your marital status, surrender your COPR, submit your Spouse's documents (Passport, PCC, Medicals, etc...) and wait until you get new COPR's for both, you and your better half.

Also, if your Medicals are only valid until Jan 2021, then your (first) COPR would also be valid only until that date. So, be prepared to submit new Medicals for yourself.

Any risk in that?
 
you need to inform them immediately after marriage. longer you wait more questions they will have.

Have you heard anything from IRCC? Im also living in UAE and having this dilemma of getting married after landing or it is better to get married now and add him as my spouse as I haven't receive the decision yet. I am under FSW with medical passed last feb 2020.

Corona has screwed all plans. No idea whats happening with my application.
Best plan to take is to get married before landing. Because from what I understand, you need to be in Canada for a spousal sponsorship and need to show Proof of funds as taxes. That would mean like 1-2 years you guys wouldn't be together (unless there is another option which I am not aware of).
