Adding minor daughter later

Hi,

I need information for one of my friend. Her daughter does not have passport. She has just applied for passport for her daughter; which she may get in 30-60 days.
Is it good idea; If she applies now to CIO & add her minor daughter later when she is supposed to submit full document.
or she should wait for her daughter's passport & give her detail in application form while applying to CIO.

Please suggest.....

Why complicated it? Just put applied for in the passport column for the daughter.

thanks a lot for suggestion. I thought passport no. is mandatory while adding detail for child.
