According to CIC

"As of October 24, 2017, principal applicants may include their children aged 21 and under, who are not married or in a common-law relationship, on their immigration application."

Any ideas if it is possible or a good idea to try and add a child under the new definition (who was not a "child" at the time the application was originally submitted under the old definition) to an existing PR application that is being processed if not finalized by the above date.
 
Others can comment but generally only applications created from an effective date onwards would be subject to new rules and not applications already in process or received before the effective date in this case received before Oct 24th.
 
Unfortunately we have no idea how the rule is going to be applied and whether CIC will allow children to be added retroactively. As of now, nothing you can do but wait until we are closer to the October date to see how the rule is going to be applied.
