Activation of permanent residency

I applied for permanent residency in Canada and my city of destination was Toronto in the application, but the person I will be staying with changed his province to Saskatchewan. How should I go about booking my flight? Can I go through Saskatchewan direct or have to go through Toronto in order to activate my permanent residency?
