I never sent PCCs with my initial application.
I didn't get new ones, i sent the old ones and i will tell you why it worked.

the expiration written on the PCCs by the issuer is not the same as the expiration used by the Canadian Visa Office, they have their own expiration system, for example:

PCC for the country that u currently reside in (wether it's your country or not) should not be more than 12 months only since it was issued, even if it's written on the PCC itself that it will expire after 3 months or 6 months.

PCCs for every country that u lived in more than 6 months should be issued either after you already left the country (from an embassy or something) or you left the country before the expiration date on it, and u never came back again, even if the PCC is 1 or 2 or even 5 years old as long as you did not come back again, they will accept it.

I've received a notification from visa center that my passport has arrived, i went there today and i've collected both my passport with the infamous maple leaf as well as the COPR. It has been one long and very hard journey but there is no doubt in my mind, it's worth it. Thank you guys so much for your advices and support over the years. Here's my full time line:

Extra documents requested 13 January 2015
CSQ issued 25 June 2015
CSQ Received 20 July 2015
Applied for PR 27 July 2015
PR AOR 3 November 2015

Medical sent 15 October 2016
PCC and RPRF request 18 October 2016
Passport request 27 October2016
Passport sent 30 October 2016
Passport and COPR received 13 December 2016
