About the term "Completion of Degree"

It's January but I'v passed all my courses. But the convocation date is in June. Do I considered as completing my degree right now or in June? This matters because I'm planning to go back to China and come back in June. It determines whether I can still enter Canada and apply for Ontario PNP then. Thank you so much.

I think it will be January...the date on which the university provides you a completion letter from which you can apply for PGWP
