I am a Canadian citizen sponsoring my parents to immigrate to Canada. Their application is processed in Singapore. Currently, they are staying at our place in Canada under temporary resident visa which will expire on July 2013. They have just received instruction for medical check up and will do that here in Canada.

If the medical check up doesn’t find any health issues, then 2 weeks after that, they will have to submit their passport to Singapore office to get the PR visa and need to provide self addressed envelope to get their passport back.

Here are my questions:

(1) Is it legally permitted to send their passport to Singapore FROM Canada and have the Singapore office to send back to Canadian address so they don’t need to return to their home country to do that? Are there any potential issues by doing this?

(2) Supposed the above question has a “Yes” answer, then the next step is to get permanent resident entry to Canada. To get the official entry, can I just drive them across the US border then drive them back to Canada to gain the entry as permanent residents? If not allowed, can they fly to US and fly back to Canada and get the entry in the airport?

Thanks for answering.

Have you been told to submit passports 2 weeks after medicals . Usually there is a longer time between medicals being accepted and passport requests.

This all depends on the VO each one seems to have their own timelines of when to request things. There is nothing illegal in Canada about mailing your passport, I just mailed mine 2 weeks ago to the VO in US and am awaiting it's return. I don't know what laws are in singapore maybe you can inquire on their website link below... as far as landing you can hop the border and enter that way, you can fly but why fly when you can drive it alot cheaper! or you can set up a landing interview at your local immigration office. Good Luck!

Yes, we were told to do so by the letter we received. 2 weeks after medical, if there is no follow up check up needed, then my parents in law should submit their passport to Singapore office. So, since they are currenty in Canada, I don't know if they can just send their passport from Canada and have the office sends back here without having returned to their home country to do that.
