I am from india and I am going to Canada for my engineering and also want my mother to be there with me because she will be supporting me.As my brother is also in Canada my mother

Agreed. A visitor visa is the only option. Note that a visitor visa will allow her to visit Canada temporarily only - she won't be able to live in Canada with you while you complete your studies.
