a weird question but need advice

I have a question, i am a Canadian Citizen, ,my older brother studies in canada, has lived in Canada for 13 years barely lived in libya, only till he was 6 then we moved there , i was born there, then he came back when he was 14 then left for unviristy when he was 17, now he is here visiting libya nd planning to go back again in Sept, he was thinking of decarling refugee as he know he cant live in Libya with the sitiuition here, he cant speak, read or write arabic, he has been every stressed since he has been here what can he do, for his cause? do u think its a good idea to do it , he has a vaild study permit nd visa?

To get many replay and opinion, please post this on skilled immigration or on the all Canadian immigation, defently not on the international students.
I think the best option for him is to sponsor him. You can sponsor him as you have the Canadian citizen.
I believe that his case will be accepted intialy, but at the hearing he need soild reason why? His hearing could be scheduled after one or two year from the day of application. At that time he should have soild argument.

The other question, is where his family. If they are in Libya how come they cannot suport him.
