a risk of pgwp refusal due to part time semesters?

hi guys, here's a little background to clarify where i am.
here are semesters i have taken and the status of semesters.
before 2019 winter semester, i had taken a 3 years program and this semester, i switched my program to a 2 years program in same school.

2017 winter -a full time
2017 summer -a full time
2017 fall - a part time
2018 winter -a full time (drop one course maintaining a full time ,got 2 Fs)
2018 summer -a full time (drop 4 courses remaining a full time, and got 1 f)
2018 fall - a full time ( drop 2 courses, got 4 Fs)
2019 winter -a full time (i switched to new program in same school, droped 1 course)


this is what i have gone through...NOT even sure if some semesters were registered as part time or not coz of dropping courses. i know is is absolutely brutal but i had had a really hard time under depression so yea.. I'm pretty much under pressure of the possibility of a pgwp refusal and ending up leaving canada so i am looking for a way that i can stay after graduation. so here are some questions.
1 : if i apply for another school after my current program's over, would i have another chance to get work permit?
2 : before that, am i at least allowed to apply for and go to new school in a same province if i get refused to get work permit? (i live in ontario)
3 : if i get refused to get work permit, am i allowed to go for another school in Quebec? i am thinking doing PEQ program from quebec if i am allowed.
