Good morning i have 2 masters and currently doing another i would like to know if i am refugee in Europe i can apply for a Canadian residence permit ? if not what is the best option for people of refugee status but who want to relocate in Canada?

Yes, you can apply for PR under an economic immigration stream like Express Entry. I'd suggest you start by researching this program. It is a points-based program and those with the most points are selected for PR.

Hi, thank you for your reply. I have done a Duolingo test for English last year and I have a master in English literature, and I graduated last year in England. Do I still need to take IELTS test ? or I can use the Duolingo test while I am applying for express entry.
 
Surprisingly, even those with English as a first language have to IELTS tests....for some bizarre reason.

No - you cannot use Duolingo. Yes - you need to take IELTS.
