My PGWP expires in August 8. I just submitted my profile for EE, my score is 491. I know that I gotta wait until I get my ITA to get the AOR and then apply to the BWP. My question is, do you think I still have time or should I start saving to buy my plane tick

You can choose to pay both or just the application fee. Up to you.

So right now I can just pay the application fee and I will get the AOR in 24 hours, right?

Yes, within 24 hrs would be more accurate as it is possible to get it almost immediately after paying.
