I didn't say whether this was the best or worst process. I am just saying that the backlogs have a greater chance of clearing now than they did earlier and that future applications may move faster because of no 120-day process between CIO and visa office.
Remember if Canada is looking for very talented with great potential only, they will go try "recruit" at Berkeley, MIT, Standford, etc for immigrating to Canada. It is also about just bringing in people who have experience in the job needs of the country.
Yes, stopping the process would have been good but then someone else will write in to say how bad the process is and that someone talented with great potential can't apply because they stopped the process.
