I don't understand why IRCC need this much time to process. Is the purpose of reviewing an application is to catch someone or serve someone? Or most of IRCC resource is put into reviewing unusually increased refugee and undocumented immigrant cases?

They could change the game rule. How about 4 years out of 10? It's the same but save lots of labour. At least 50% renewal reduced and many will be citizen during this period.

There are many people renewing their PRs. Many people have complicated travel histories so it takes time to verify. If everyone stayed in Canada for the majority of the time and took a two week vacation every year it would be easy. Also some people either don't keep track or try to lie so that's why it takes so long. Most PRs used to spend the majority of their time in Canada. That is not the case anymore so it takes longer. If you required people to stay 4 out of 10 years people would move at the 6 year point or later and still run into the same problems.
